NCESS invites online applications from interested, talented and eligible Indian citizens for filling up of 01 (one) regular position each of Manager (F&A), Librarian, Coordinating Officer Grade I, Joint Manager (F&A), Assistant Manager (P&GA) & Coordinator Grade I, 02 (two) regular positions of Junior Executives and 03(Three)regular positions of MTS.

The vacancies of Manager (F&A) and Joint Manager (F&A) will be filled on deputation/absorption failing which by direct recruitment.

Details about the positions, pay, academic qualifications, responsibilities, format of application and other general conditions are given below:

Manager (F&A) (Group A) Level 11 of the 7th CPC Pay Matrix of Rs.67,700-2,08,700 Reservation Status: Unreserved Age: Not exceeding 45 years

Essential: (i) Master’s Degree in any subject from a recognized university. (ii) Operational computer knowledge. (iii) 6 years experience preferably in Govt./PSU/Autonomous Bodies/ in the relevant area in PB 2+GP Rs. 4800/5400/-or its equivalent.

Desirable: (i) MBA/LLB/Diploma in Management/CA/ICWA/SAS or equivalent. (ii) Should have a proven ability in handling all financial matters. (iii) Excellent ability to motivate, encourage, coordinate and organize team members. (iv) Should be well-versed with the Budget, Accounts, Internal Audit and related financial rules and regulations of Govt. of India.. (v) Sound knowledge in Computerized Accounting Software, Online Payment methods, PFMS, MS Word/ MS Excel etc Job Profile In addition to keeping liaison with the parent ministry for proper flow of funds, he/she will be responsible for accuracy and completeness of the Accounts of the Institute. Librarian (Group A) Level 10 of the 7th CPC Pay Matrix of Rs.56,100-1,77,500 Reservation Status: Reserved for Persons with Disabilities – General Locomotor Disability (OA/OL/OAL) Age: Not exceeding 45 years (including relaxation under rules)

Essential: A Master’s degree in Library Science/ Information Science/ Documentation Science or an equivalent professional degree with not less than 60% marks (or an equivalent grade in a point scale wherever grading system is followed) in under graduate and post graduate studies in library science with consistently good academic record.

Desirable: i. Good writing and oral communication skills in English. ii. Sound and working knowledge of application of Open Source Software such as Dspace, Koha, Content Management System (CMS), Reference Management Tools, Relational Database Management System (RDBMS), HTML/CSS, etc. iii. Minimum 5 years of work experience in a leading national level research and/or academic institute or university. Selection Process : Direct Interview

Coordinating Officer Grade I ( Group B ) Level 9 of the 7th CPC Pay Matrix of Rs.53, 100-1, 67,800. Reservation Status: Unreserved Age: Not exceeding 40 years\

Essential: (i) Graduation in any subject from a recognized University. (ii) Skill Test Norms: Dictation: 10mts @ 120 w.p.m. Transcription: 50 mts. (English) 65 mts. (Hindi) (on computer only). Desirable: (a) Post- graduation in any discipline or MBA (b) Proficiency in computers having excellent command over word processing, spread sheet, presentation, e-mail organizing, desktop publishing and database management applications.(c) Effective communication skills in English/Hindi (d) Five years of regular service in pre revised PB-ll (Rs.9300- 34800)+ GP 4600 or above/ revised Pay Matrix-6 . Job Profile The position, in addition to accomplishing routine tasks of communication with the discretion they deserve, is also for coordination by follow up for completion of given tasks which includes assistance in general office management, meetings; managing calendar and schedule; prioritization of work with due regard to the time-constraints of the officer to whom attached; effective time and communication management; planning, scheduling, handling and supervising itinerary and ensuring smooth intra and inter departmental interaction.

Joint Manager – F&A (Group A) Level 9 of the 7th CPC Pay Matrix of Rs.53,100-1,67,800. Reservation Status: Unreserved Age: Not exceeding 40 years

Essential: (i) A Master’s Degree in any subject from a recognized University. (ii) Operational computer knowledge. (iii) 4 years’ experience preferably in Govt./PSU/Autonomous Bodies/ in the relevant area in PB-2 +GP ₹ 4600/4800/- or its equivalent. Desirable: (i) CA/ICWA/SAS or equivalent. (ii) Administrative experience in an R&D institute. Job Profile – Finance & Accounts Will directly report to the Manager (F&A) and responsible for the work to be executed by the subordinates.

Required to handle all matters related to Finance and Accounts Section. Should have proven ability in handling all financial matters and to motivate, encourage, coordinate and organize team members. Should be well-versed with the Central Government Rules & Regulations. Knowledge in any Computerized Accounting Software, Online Payment methods and experience in MS Word/ MS Excel Broad scope of duty includes supervision and guidance in the Finance & Accounts Section:

Assistant Manager – P&GA (Group B) Level 7 of the 7th CPC Pay Matrix of Rs.44,900-1,42,400. Reservation Status: Unreserved Age: Not exceeding 35 years

Essential: (i) A Bachelor’s Degree in any subject from a recognized University (ii) Minimum 5 years’ experience preferably in Govt./PSU/Autonomous Bodies/ in the relevant area in PB2 +GP ₹ 4200/- or its equivalent. Or With 11 years combined experience in GP 2800/- and GP 4200/- (with not less than 3 years in GP 4200/-) or its equivalent.

Desirable: (i) Graduation in Law from a recognized university (ii) Post Graduation from a recognized university (iii) Experience in handling court cases of Central Government Institutions. Essential: Matriculation pass OR ITI pass Job Profile a. Collection and preliminary analysis of geological samples, preparation of thin sections and assisting in field surveys. b. Maintenance of chemical laboratory, collection of soil, sediment and water samples and assisting in field surveys. c. Deployment of field equipment, maintenance of marine instruments and assisting in field surveys d.
